FCA appoints interim FOS chair after unsuccessful recruitment campaign

The Financial Conduct Authority (FCA) has today announced the appointment of Liam Coleman as interim chair of the Financial Ombudsman Service (FOS) board, following an unsuccessful initial recruitment campaign.

Liam Coleman has over three decades of experience in Financial Services, having worked in various leadership roles at the Co-operative Bank, Royal Bank of Scotland (RBS), Nationwide Building Society, and NatWest. 

He currently chairs Great Western Hospitals NHS Foundation Trust as well as London & Quadrant Housing Trust, and is interim chair of Royal United Hospitals Bath NHS Foundation Trust.

Liam succeeds Baroness Zahida Manzoor CBE, who has completed two terms in the role. Effective from the 10th October 2025, he will chair the Financial Ombudsman Service (FOS) board until a permanent appointment is made. 

This follows an unsuccessful initial recruitment campaign. 

“I’m honoured to take on the role of interim chair; FOS plays a vital role in upholding fairness and trust in the financial system. I look forward to working closely with the board, executive team, and our wider stakeholders – including the Treasury and the FCA,” he said. 

Ashley Alder, chair of the FCA, added: “I’m delighted that someone with Liam’s depth of experience will lead the FOS board during what is a pivotal time for the organisation. I want to thank Baroness Manzoor for all she has done to steer an ambitious improvement programme over the last six years.”
